A major upgrade changes the ProductCode, and works by uninstalling the
existing version and installing the new msi. A minor upgrade doesn't
change the ProductCode, and is installed "on top" of the existing
version.

It's obviously impossible for a .msi to both change and not change the
ProductCode :)

What *might* be possible is creating a bundle that contains both MSIs
and somehow chooses which one to install. You can even save space by
having both MSIs share an external cabinet file instead of embedding
the cabinet in the MSI.

But as usual, the big question is: why do you want to do that, or
think you need to do that? It sounds really strange, and would cause
problems if you manage to do it...
