WiX Extended Bootstrapper is a native-code BA that has gotten a lot of good
press on this list. I've also heard of WixWpf Bootstrapper, which is WPF (which
of course requires the framework to already be installed). Both of those are on
CodePlex.
There are a couple native-code UI libraries floating around Microsoft (both
closed source, I doubt either of them will ever be made public) that do an
amazing job of looking like they are WPF (except they are C++ and work on XP),
it's conceivable that someone at MS may have used one of them in a WiX BA to
get that professionally polished look, but since I'm not there I couldn't say
for sure if that's what they used.
WiX's StdBA could be extended by adding more controls, etc. but that very idea
seems to be what is behind the WiX Extended Bootstrapper project.
