It sounds like you have an old installation that wasn't removed properly and need to clean the following place in the registry: HKEY_CLASSES_ROOT \ Installer \ Dependencies
You will probably find your packages here - go ahead and delete them. Burn uses this place to store dependencies for upgrade scenarios.
