I meant modify date, sorry for not being accurate.

Generally speaking this does happen on the field, far a plethora of reasons.
Might I remind you that it also happened on a  WIX installer

Also, InstallShield does provide a (not particularly elegant in my opinion)
way to circumvent this issue by increasing the version column to the upper
bound in files table.

So I still think the issue is relevant and open to suggestions.

Also, I can't understand why the behavior is different between versioned and
unversioned file, in the first case the installation is disallowed, in the
second it's allowed even though it shouldn't.
