While performing a major upgrade (remove before install) if a component key
file has a version number older than the one installed (and being removed by
the RemoveExistingProducts action) the component in question ends up not
being installed at all, with the following log message:
*Disallowing installation of component: {...} since the same component with
higher versioned keyfile exists*

Has anyone found a solution for this nagging problem other than:
-  fix key file version number in the new installer

And... yes I'm using one file per component, no it's not a shared file
included in other installers, yes I know it's an MSI problem.
