The official website: http://wixtoolset.org (and our old but not yet migrated website: http://wix.sourceforge.net) have links to the Tutorial and the Book. The "Manual" documentation is "reference manual" level documentation, not tutorial or multi-page book "introduction" material. <smile/>
Again, please file bugs against out of date documentation. We do fix the documentation when issues are raised. Also, what sort of framework are you looking for? The base templates do provide the bare minimum. If you have suggestions how we can add additional templates to provide more "framework" I'd be interested in understanding that. We don't *purposefully* make WiX toolset hard to learn. I'm a little surprised that you didn't find the Tutorial and Book links. Is there something that could be improved to help you find more of the resources that are online?
