As part of our MSI installer we include the VC100_MFC and VC100_CRT merge 
modules, and we expect them to be written to a SxS location in %windir%\winsxs\.

However, we've troubleshooting an issue at the moment where in the event viewer 
on Windows it shows that the installer needs access to the locked file at 
C:\windows\system32\msvcr100.dll. On some systems there are some processes that 
don't adhere to Windows Restart Manager messages, and therefore a restart is 
invoked by Windows to complete the installation (if those two processes aren't 
running, it's fine).

It was my understanding that these merge modules should be writing to the SxS 
location, so why is this happening?
