The described behavior sounds familiar. Assume the device driver is not WHQL signed.For Win XP there is no workaround and you have a) do the WHQL certification b) accept the situation with the driver wizzard.
Also there should be a dialog ""Windows can't verify the publisher of this driver" for Win 7 (comp. http://www.bing.com/images/search?q=windows+cannot+verify+the+publisher+of+this+driver+software&go=&form=QBIR&qs=n&sk= ).
