I wrote a small prototype as attached. Please compile it, run the msi to install it, go to the install location folder, execute the CreateFolderAndFiles.cmd, the run uninstall. In my machine, it shows 2727 error (DirProperty does not exists in Directory table), and abort. To unintall the product, I have to manually remove the RemoveFolderTest root folder, then uninstall again. Rob, would you please help to check if it can work on your machine?
