This is an old thread now, but I thought I'd update to mention that I've just 
seen this on Windows 
7.  The PATH var is updated and can be verified in the env var management 
window, but a new command 
prompt does not see the update.  Opening the env var management window and 
clicking OK fixes things. 
  I'm still none the wiser as to the cause.
