My suspicion is that there is some oddness in the way you are defining properties in tfsbuild.proj, how they are passed to the solution, and how the projects themselves consume those properties. In MSBuild you need to be explicit about which properties are passed to whom and values can get overridden if not properly conditioned.
Honestly, the interaction would be much easier to debug if I had a copy of a standard tfsbuild.proj, and a sample solution that reproduced the problem. No code is required. It's hard to remote debug without clear visibility into the actual environment. Edwin G.
