This is a case of "well I can make it work" vs "is it the right thing to do?". 

The installer architecture expects UI to be collected in the UI sequence (fancy 
that!) and not in the execute sequence. Some of the reasons for that are about 
silent install, and that UI sometime behaves oddly in that situation. Also, not 
following the expected model typically leads to problems later - if you were 
running custom actions in the UI sequence that required elevation you got 
somewhat hosed when UAC came along. It's also not clear to me that Microsoft 
will continue to let people show a UI message loop out of a process running 
with the system account. Services can't do this because of the security 
vulnerability. 

What you should be doing is collecting the data in a UI dialog and associating 
it with public properties that a custom action in the execute sequence uses to 
update the config file. When the install runs silently these properties can be 
set on the msiexec command line.
