The link for it on http://wix.sourceforge.net/releases/wix3.feed doesn't work anymore so it's unlikely you can download it.
Why do you need that specific version? It's over a year and half out of date & there's been almost 60 versions released since then with a massive number of bugs fixed. What is stopping you using the final release version of 3.0.5419.0 rather than that ancient beta?
