Why do you want to create an MSU file? That's not a Windows Installer format. That's a Windows/Microsoft Update format that I don't believe is heavily documented outside of Microsoft. That said, it is a CAB file so you can use 7-zip or similar to extract the contents. However, you can probably find more official documentation inside of Microsoft.
