Check a verbose debug log. I suspect that EG_INSTALLDIR isn't getting set. If that property were set before CostFinalize ran, anything in the @Name attribute would be ignored (along with the paths of any parent directories) and you would get what you are trying to get (see http://msdn.microsoft.com/en-us/library/aa367852.aspx).
