The Package element populates the MSI's Summary Information Stream. The InstallerVersion attribute populates the "Page Count Summary Property" (http://msdn.microsoft.com/en-us/library/aa370570(VS.85).aspx) (aka, the Minimum Installer Version) of MSI files.
