Yes, and we may well end up doing that, but although the decision has been made to use WiX for generating these component MSMs/wixlibs, we haven't yet decided whether to use WiX or InstallShield for generating the final MSI which uses them. There are still a couple of things we need to check we know how to do. In addition, in one case (though not the one currently provoking this issue) the MSM is itself distributed with the product, intended for our customers to use in their own application development, and we don't want to dictate their choice of installer technology.
