The product is removed.  Upgrades replace the old version with the new
version.  If successful, the old version is permanently removed.

No.

If you need to support that scenario, then I suggest you put a check
box on the final dialog of your 2.0 version that asks the user if they
would like to re-install the 1.0 version.  Checking that box then
launches an executable that initiates the installation of the
1.0 version by downloading it from the web or prompting them for the
1.0 version.
