A winforms/wpf external ui handler wouldn't require everyone to need .net. Just those people who wanted to use that capability.
Also the fact that many people don't currently implement a custom ui doesn't make it such an edge case that the capability shouldn't exist. Personally I'd say most people shy away from it because of the effort involved in implementing it. If this was done in .NET where people could easily say 'oh, this is how i derive a form and add a custom control and wire it into my sequence' then I think alot more people would put forth the effort to do it. I know I would.
