Not sure exactly what you are asking.  You can install Features after the fact. 
 See the ADDLOCAL property documentation in the MSI SDK.

Hi,

We have an MSI that combines several features together.  Let's call them 
FeatureA, FeatureB, and FeatureC.

Suppose we have FeatureA installed, and want to add FeatureB.  Is it possible 
to do without creating separate MSI's for each feature?   This is not a user 
facing app, we use the msi to install various web services to the data center 
using an internal tool, so usability is not crucial.
