Don't get me wrong I totally understand, I was just trying to understand how

Well, the theory is that by following legal guidance now we save ourselves 
significant amount of pain later.  Having to shutdown the WiX toolset because 
of a patent infringement (which seems to be the worst case these days) would 
seriously affect everyone's productivity.  How would you like to receive the 
notice, "You product uses the WiX toolset, a patent infringement has been found 
in the code.  Please send us $1,000,000 every 6 months or join us in court 
where we will sue you out of business."  or something like that?

Anyway, yeah, it's all overhead but it keeps the project in business so I keep 
up with it.  The alternative (not being allowed to participate in the project) 
isn't acceptable for me.

Legal stuff != productivity :-)

Two repositories would explain the delay between code fixes and them appearing 
in CVS. It would be nice to get to see changes earlier but I guess you have 
enough to do without adding to it.

No, there are two masters CVS and a source control system inside Microsoft. 
This is required because other Microsoft employees are not allowed to work 
against the Open Source code.  I'm responsible for integrating the changes made 
by Microsoft employees across to CVS and I'm responsible for incorporating 
changes made by non-Microsoft employees into CVS only after an assignment 
agreement is signed.  Basically, I'm a "desired bottleneck" by Microsoft legal. 
 Fun.

On other open source projects I have worked on the source code is updated when 
bugs are fixed. This gives you the opportunity to see the changes and build the 
code if you need to work with them or validate them. With WiX this doesn't seem 
to be the case, the source is not updated until the next release or sometimes 
after the release.

I assume this is because the CVS source is not the main repository but a clone 
of it. Would it be possible to either update CVS as changes are made or make 
CVS the master?
