I made sure all those files were deleted, rebuilt it and tried it again. I know the error it is mentionis is an 'invalid args' error, but I can't see anything wrong with the args I gave in the WXS file.

I opened the MSI in Orca, and I did not see anything that particularly stands out. I did see there was a thread ("Uninstall certificate error") indicating that bug fix was expected for the "next build." That bug was also one I was experiencing in v3.0.4415.0, which caused me to try v3.0.4513.0, which has lead me to my current state. You can find win32 error codes online or in MSDN or at a dos prompt by typing 'net helpmsg 3' and it will give you the error text a lot of the time.
