Or, if you're doing this from a native windows installer UI sequence, through 
WiX, you'd make use of the "Publish" element.

Example:
        <Publish Property='PropertyName'                
Value='[PROPERTY_VALUE]'>NOT Installed</Publish>


If you want the property to be available from the execute sequence, make it 
global by using ALL_CAPITAL_LETTERS and be aware of SecureCustomProperties,
