No, with OnlyDetect="yes" there won't be any attempt to uninstall the newer version. But it might be interesting: Try installing a later version then installing a prior version and checking a verbose log for both OLDAPPFOUND and NEWAPPFOUND. Everything looks right, so I can't explain the behavior you're seeing.
