Personally I use Visual Studio 2005 as an IDE. Works perfectly with Votive. Go to http://wix.sourceforge.net/releases/ get the MSI from the latest release of whichever version of WiX you are using & install it (it will also install the latest WiX binaries). I find WiXEdit is nice for editing/tweaking GUI dialogs (and doing some things which heat.exe does horribly). It's also on Sourceforge at http://sourceforge.net/projects/wixedit/ (grab the binaries from the zip archive rather than the installer as the installer will mess with your file associations for .wxs & other file types). I wouldn't recommend it for creating a whole package with though.
