Only if you consider the use of the Property attribute to be
"tweaking."<g> The CloseApplication element already lets you specify a
property to be set if the app is running. Then use Condition to create a
launch condition:

<!-- Cancel if app is running -->
<util:CloseApplication Id="RunningApp" Target="app.exe"
Property="RUNNINGAPP" RebootPrompt="no" />
<Condition Message="!(loc.AppRunning)">
    NOT RUNNINGAPP
</Condition>
<InstallUISequence>
    <Custom Action="WixCloseApplications" Before="LaunchConditions" />
</InstallUISequence>
<InstallExecuteSequence>
    <Custom Action="WixCloseApplications" Before="LaunchConditions" />
</InstallExecuteSequence>
