CloseApps CustomAction gives you just about everything you need.  You'll need 
to tweak it a bit to get a Property set.

Hi,

I'd like my installer to display an error if a user tries to start an
installation while a certain application is running (like Internet
Explorer, for example).  Is it possible to detect whether an application
or process is running with WiX and build a condition from it?
