No, unfortunately there's no fallback in MSI 4.0 (say if the user didn't 
get UAC permission). That's why the official recommendation is to use 
two packages.

Complicated? Nope. I'd say that a complicated example isn't a good 
example to follow.<g> Plenty of open-source projects use WiX, so they're 
a source of samples, but there's no guarantee they're great examples. 
Unfortunately, there's not a good solution for that at the moment. The 
closest you can get is to use Smoke.exe in WiX v3 to see if there are 
any ICE errors. That's not a guarantee but it's the closest generic 
testing can get.
