I replaced the wix.targets file with the wix.targets file from 4820 and I
don't get the error any more. There seems to be a problem with the
wix.targets file. I am sorry I am not able to debug it any further or
determine if simply replacing the file with an older version has any other
repercussions.

There's a difference in either your project file or the WiX MSBuild project.
I've never used the WiX v2 MSBuild support so I can't offer any advice on
it. I'd start by verifying that everything works as you'd expect from a
simple command-line build.
