Why is it then that the "Next" button changes state automatically in the
LicenseAgreement Dialog depending on the CheckBox? I know that the CheckBox
has a property tied into it, but when I push the "Next" button, my CA
changes the property that my MaskedEdit depends on, but yet it doesn't
change. I just didn't understand what was different.

Because MSI's UI support doesn't expose all User32 functionality. It's
designed to support a typical setup wizard; more advanced functionality
is the realm of external UI handlers.
