1.  The "All User" profile is a "per-machine" location.<unk<unk2.  Yeah, the 
fact that there is no way to get settings removed from all users is (IMHO) a 
fundamental architecture flaw in Windows (that affects the Windows Installer).  
All per-user scenarios just don't quite work perfectly.
