It is not possible to change the "Permanent" attribute during uninstallation.
For this you need the Custom Action. I would use the component with Permanent='yes' and additional CustomAction that will remove files ( or better add the files to RemoveFile table) from this component when the user has checked the "Uninstall all" check box. hope this will help...
