I just made an attempt to clean that up.

In the process, I found at least one dissector that assumes that the head 
structure and the fragment structure look the same, and even some of the 
freeing code in reassemble.c assumes that.

I dropped the attempt in question for now.

A from-scratch rewrite might called for here.
