I have installed winpcap on my machine some times ago and I can't recall details. Judging by what you've described, it sounds like it's done by design to install on C: only. If it is such, there is not much an end user can do;( As for the silent installer, I'm presume it's unattanced inatallation for installshield setup.exe file. There is a way to regenerate it for setup.exe generated by installshield project.
