By installing WinPcap. Installing WinPcap includes installing the driver for it (Windows, unlike the UN*Xes on which libpcap is supported, doesn't have a native packet capture mechanism in the OS kernel; the WinPcap driver supplies such a mechanism).
Remove packet.dll and wpcap.dll, and then run the installer for WinPcap.
