Do you mean the NPF entry under HKLM\system\currentControlSet\Services?

Can you please try these two commands?

1. "net start npf". It should say something like "service started
successfully" or "service already started".
2. If the previous one fails, then try "npf_mgm -i" from the winpcap
installation folder (it should be c:\program files\winpcap)

If the above steps fail, please send me a bug report as explained on the web
at http://winpcap.polito.it/contact.htm
