No!!!!

WinPcap 2.3 is able to see more than one NIC (even if there are several,
identical, NICs.), I've tested it on a machine in my lab, which has two 3Com
3c509, identical, NICs.

Moreover, why recompile packet.dll?? You'll obtain the same dll that is
shipped with WinPcap2.3

if you install WinpCap2.3 ,you will find that.
solve method: recompile packet.dll, or recompile the lib and link it.
