You are wrong. All you need is the developer's pack (available at the
WinPcap site).
You need to recompile the driver and the dlls if you need to modify WinPcap
itself, not if you want to develop a winpcap based application.

Platform SDK, at the MS site.  (although I think it's not necessary to
create a winpcap based application).

Last thing: remember to install the Visual C service packs (look at MS web
site).
