I am unable to find logs of any deletions of prior creations of a biography 
about you under "Andreas Buller".
Your previous CSD requests for deletion of the draft were invalid as you were 
not the initial author of the draft.
The author deletion request rationale is only reserved for the initial author 
of a page to use and would have been actioned on as long as it was filed by 
them and there have not been further substantial edits thereafter.
Unfortunately, your further actions on the draft (alongside the other editors') 
had negated the possibility of the use of that deletion rationale.
Your message on draft talk page is not being responded to likely that because 
no one expects much stuff to be written on it.

The draft in its present form does not pass the notability criteria that we 
have on English Wikipedia.
Unless someone improves on it substantially either by writing from scratch or 
translating from the other language projects (if the articles there can meet 
the notability criteria on English Wikipedia), it will languish in the draft 
space.

As drafts are generally not indexed by search engines, it should not be easily 
discoverable by readers.
Drafts are automatically deleted after six months from the last edit. As such, 
the usual recommendation would be that one ignores the existence of the draft 
until then.
But if you are impatient, at this point, unfortunately, the draft can only be 
removed if you file for a deletion discussion at 
https://en.wikipedia.org/wiki/Wikipedia:Miscellany_for_deletion venue and when 
a discussion arrive at a consensus to do so.
However, in doing so, you may run into a risk of other editors becoming 
interested in actually writing about you on English Wikipedia.

notability review by the German Wikipedia. The administrators of the German

  2.  Strict edit filters, blocking the creation of even user talk pages or 
participation in discussions (because I had fewer than 100 edits).

  3.  No clear, active editorial oversight of incubated articles. Despite 
publishing a complete and code-formatted version with references, the article 
remained ignored.

  4.  No reaction from administrators or community members even after polite 
and formal requests in public help spaces (e.g. Көмеу бөлімі).

This discouraging experience is not just personal. It reflects a broader 
systemic issue within Kazakh Wikipedia that may explain why its growth has 
stalled around 260,000 articles — despite the global success of the Wikipedia 
movement.

I believe the following steps would help address the issue:

  *   Loosen edit filters for new users submitting incubator articles with 
reliable sources.

  *   Allow new users to post on talk pages and request help directly.

  *   Appoint 1–2 more active administrators to review incubator submissions 
regularly.

  *   Create guidance pages for new contributors in both Kazakh and Russian.

I am sharing this not as criticism but as support for the Wikimedia mission. I 
believe every language community should be open to high-quality contributions — 
especially from experts and educators — and this openness must be backed by a 
welcoming infrastructure.
