Thank you very much for your interest in and contribution to the Kazakh 
Wikipedia. My name is Amangeldi Mukhamejan, and I am an administrator of the 
Kazakh Wikipedia. We truly appreciate your willingness to share high-quality 
content with our community. I will personally review your article in the coming 
days, and if it meets the notability requirements, it will be moved to the main 
namespace. Please note that the presence of an article in other language 
Wikipedias is not, by itself, a guarantee of notability in Kazakh Wikipedia.

Regarding your suggestions:
1. Use of the Incubator and edit filters
These measures are not in place because articles lack reliable sources, but 
because new contributors may not yet be familiar with Wikipedia’s formatting 
and writing standards. The Incubator allows new users to gain experience by 
working with existing articles and learning the guidelines before creating new 
ones. 
2. 100-edit requirement
This requirement exists precisely because of situations like this: many new 
contributors are not yet familiar with Wikipedia’s processes. The 100-edit 
threshold encourages them to work on improving existing articles and learning 
the rules before creating new pages. This is a consensus decision of the Kazakh 
Wikipedia community and does not conflict with any Wikimedia policies.
3. Participation in discussions
New users are not prohibited from posting on talk pages or requesting help 
directly – as you have already done in the Kazakh Wikipedia. You contacted one 
administrator, and while they were unable to reply within four days, this does 
not mean that no one responds.
4. Guidance for new contributors
Instructional pages for new authors in Kazakh already exist, with links 
provided on the main page of the Kazakh Wikipedia. There is no need to create 
similar guidance pages in Russian, as this is not the Russian Wikipedia. For 
Russian-language assistance, there is Wikipedia:Embassy.
