in ExternalLink.onComponentTag, if the href is not null, this is the code:

first, the comment seems odd
second, why replace '&' with '&'? can't i have an href like
'http://mysite.com/page?arg1=val1&arg2=val2'? (we're trying to use such an
href, and it doesn't work)
