Strange thing is that we don't do it for the onclick .. only for the href attribute..
that comment is in my code at another place
it is this:

and

first, the comment seems odd
second, why replace '&' with '&'? can't i have an href like 'http://mysite.com/page?arg1=val1&arg2=val2 '? (we're trying to use such an href, and it doesn't work)
