In such a context you only translate "Scenario Settings", the rest is to have this part of the string appear bold in the ingame help. The ingame help is still using some old style markup, which is why it is looking this "strange" compared to the rest. To see this string used ingame have a look at the help in the "commands" section and there at the "multiplayer commands".
