First have a look at how to do things. This is all listed in the wiki [1]. In general you should try to contact the maintainer of an existing translation, he should be able to help, too. The Indonesian translation team does have a wiki page at [2], but I am not sure if it is currently active. To contact the maintainer of the translation, use the email address provided at [3]. It might be that you won't get a reply, simply because the indonesian translation team is completely inactive. Once you have read through the information at [1], you should ask questions based on what you have not understood. Either do so here on the list or join the irc chan #wesnoth-dev on irc.freenode.net, there you can find several people who know how translating wesnoth works.
