Yes, that is how it will work.
Your website will be updated if as the UPS will provider enough power for 
the RPi, GW2000, and the network equipment needed to maintain the 
communication between the RPi and the GW2000. That being said, take care 
that the network communication still works without the gateway/router/dhcp 
server. I am not an networking expert, but with a similar setup I had 
issues with network devices that hadn't had a fixed IP-address, when the 
gateway/router/dhcp server was without power.

17 hours also may be a challenge with common UPS. With the GW3000 and an 
updated version of the gw1000 driver, it should be possible to shutdown 
everything but the GW3000, and backfill missing data from it's sd card, 
when weewx will start again, making it likely to surpass17h power outages. 
But we're not there yet.
