I did a pip upgrade on my test system, which runs reports in different languages, results:
lang = de_AT.utf8: https://kainzbauer.net/weather/Test/Rif/de/index.html => no difference lang = en_US.utf8: https://kainzbauer.net/weather/Test/Rif/en/index.html => now displaying number with "." as decimal separator, etc. Hooray!
