Is the image situated in /var/www/html/.../webcam or in 
/etc/weewx/skins/Belchertown/webcam? It should be the former.

I did not use sub-directories myself. So I am not sure. You could try 
href="snap.jpg" instead of href="webcam/snap.jpg".
