The problem was hardware, but not the logger or the Davis weather station. After replacing everything except the Pi board, it still wasn't working. I then rebuilt the system on a 4G Pi, and everything is fine. Either the original Pi board had a hairline crack somewhere, or its USB circuitry was damaged due to heat or pressure. I used a cheap case that, while designed for a Pi 4, didn't have a fan, and the aluminum "prong" meant to affect passive cooling on the USB control chip was not seating correctly. This one:

No doubt, they will be far more expensive whenever they return to the market. Since the rebuild, I've upgraded to weewx to 4.6.0 --> 4.6.1 --> 4.6.2 with no issues.
