The current kernel version is 5.4.79 according to the release notes 
at https://www.raspberrypi.org/software/operating-systems

My suspicion is that you are running an ancient os version that is too old 
for the current packaged version of weewx.

Again, please run the following commands and provide the results.

   - cat /etc/debian_version
   - cat /etc/os-release
