If I wanted to display openweathermap data I would just use a browser. If I wanted to display openweathermap data in another program, such as a dashboard, I would use the openweathermap api to bring the data into the dashboard. There is no need for weewx. Weewx is intended for the archiving of data read from weather stations, not for use* as* a dashboard.
As Vince implied, weewx is the wrong program for your purposes I think.
